Turkey believes;

The issue under scrutiny is purely a legal matter. It is about a preference between using a legal right granted by the International Court of Justice (ICJ) on an issue under full jurisdiction of the ICJ.

It is not a political matter. The Steering Board of the Peace Implementation Council – or the Ambassadors thereof – do not have any say over the issue under scrutiny whatsoever.

That is why, Ambassador of Turkey preferred not to join the asterisked paragraph of the Statement of the Ambassadors of the Peace Implementation Council Steering Board dated 23^rd
February 2017.
